The Commons will consider the Lords amendments on 28 February 2022<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Police, Crime, Sentencing and Courts Bill: Progress of the Bill (1 MB , PDF)<a href=\"https:\/\/researchbriefings.files.parliament.uk\/documents\/CBP-9273\/CBP-9273.pdf\">Download full reportDownload \u2018Police, Crime, Sentencing and Courts Bill: Progress of the Bill\u2019 report (1 MB , PDF)<\/a><\/li><\/ul>\n\n\n\n<p>The&nbsp;<a href=\"https:\/\/bills.parliament.uk\/bills\/2839\">Police, Crime, Sentencing and Courts Bill 2021-22<\/a>&nbsp;was introduced to the House on 9 March 2021.&nbsp;<a href=\"https:\/\/bills.parliament.uk\/bills\/2839\/stages\/12777\">Second Reading<\/a>&nbsp;took place on 15 and 16 March 2021. The Bill was considered by a&nbsp;<a href=\"https:\/\/bills.parliament.uk\/bills\/2839\/stages\/12819\">Public Bill Committee<\/a>&nbsp;over 20 sessions between 18 May \u2013 24 June 2021. Report and third reading were on 5 July 2021.<\/p>\n\n\n\n<p>The Bill had its Second Reading in the House of Lords on 14 September 2021. It completed its passage on 25 January 2022.&nbsp;<\/p>\n\n\n\n<p>Full policy background to the Bill as introduced is available on the Library website: see&nbsp;<a href=\"https:\/\/commonslibrary.parliament.uk\/research-briefings\/cbp-9158\/\">Police, Crime, Sentencing and Courts Bill 2019-21: Background<\/a><\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Commons stages<\/h3>\n\n\n\n<p>The only changes to the Bill agreed by the Committee were the following minor\/ technical Government amendments, which were agreed without division:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Amendments 64 to 67 to clause 53 on prisoner custody officers to correct legislative cross-references.<\/li><li>Amendment 132 to clause 109 regarding the mechanism to change Parole Board decisions where there has been an error.<\/li><li>Transitional provisions regarding driving disqualifications (amendment 68).<\/li><li>Amendments to the Rehabilitation of Offenders Act 1974 to clarify the disclosure period for certain orders made on conviction.<\/li><\/ul>\n\n\n\n<p>The Opposition unsuccessfully pushed divisions on whether Parts 3 and 4 (policing of protests\/unauthorised encampments) and Part 7 (minimum sentences, release from prison and a power to refer offenders to the Parole Board) should stand part. They tabled a number of amendments to various other parts of the Bill and a collection of new clauses concerning violence against women and girls.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Lords stages<\/h3>\n\n\n\n<p>The Bill was subject to a wide range of Government and non-Government amendments, including on:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>minimum sentences for the manslaughter of emergency workers<\/li><li>breastfeeding voyeurism<\/li><li>hate crime<\/li><li>domestic abuse<\/li><li>restrictions on protests<\/li><li>indeterminate sentences for public protection<\/li><li>football banning orders<\/li><li>serious crime reduction orders<\/li><li>hare coursing<\/li><\/ul>\n\n\n\n<p>A&nbsp;<a href=\"https:\/\/publications.parliament.uk\/pa\/bills\/cbill\/58-02\/0239\/210239.pdf\">full list of amendments<\/a>&nbsp;is available on the Parliament website, together with&nbsp;<a href=\"https:\/\/publications.parliament.uk\/pa\/bills\/cbill\/58-02\/0239\/en\/210239en.pdf\">Explanatory Notes<\/a>&nbsp;and&nbsp;<a href=\"https:\/\/publications.parliament.uk\/pa\/bills\/cbill\/58-02\/0239\/amend\/police_rm_ccla_0224v2.pdf\">Government motions relating to Lords amendments<\/a>.
