European Day of Media Monitoring which is being organised in mid November this year. The actual dates will be announced shortly. This is an important campaign designed to build a picture of just how the media is covering refugee and asylum issues across Europe.
PressWise and the Refugees, Asylum Seekers and the Media Project (RAM) are co-ordinating this activity in the UK and want to hear from individuals and organisations willing to take part. We assume there will be a large number as this campaign goes right to the heart of our concerns about UK media coverage.
We have suggested a week of monitoring rather than just a day as planned by other European colleagues in order to give a better picture of what is happening in the UK. This may mean, for example, you deciding to check a national newspaper or a local evening of weekly newspaper during that week. You may decide to monitor TV news.
Straight forward monitoring forms will be available and the results fed into a European report which will be launched in mid March 2004 – possibly by Neil Kinnock – and will result in a Day of Action throughout Europe designed to draw attention to bad reporting and promote good coverage.

I knew about the anti-social behaviour orders etc and the main ideas of the bill, being to do with estates yobs and intimidations etc.
But, didn’t have the idea, that the CJA and Public Order acts were being strengthen also.

Actually, living in the city, I’m against some of the things that the Home Sec is trying to deal with, it influences my own life, living in a ‘red light district’ and what I find in my yard, in the light of the morning.
BUT, law treads on us, while it is trying deal with that.
Have just been listening to Blunkett on the telly, his act followed by the Prime Minister, they were talking to a conference in London, launching the new initiatives. Respect for neighbours, dealing with intimidation, Reclaim the Streets [exactly :-)] , environmental measures and investment in local community. All very fine. But I was listening to them, and thinking, how would this apply to a traveller, gypsy, enviro community. Because the assumption made by politics is that we mean supporting the established community OVER our alternative ones.
I think we are about to trampled under-foot, again.

wow your site bought back some amazing memories. It seems that every body you meet was at the beanfield these days. But I was and I wonder if you remember me. I just missed the beanfield ambush. I arrived on the lord something or others site riding a jet black 250 kawazaki. I couldnt believe what had just gone down. And i was just going from van to van trying to concole everybody.
Just then a giant red gold and green bus with two family of rastas appeared. It limped into site with a busted radiator I think. I suddenly realised that here was an opportunity. I asked the rastas if I could get the money would they take me to their frontline in birminham to score a big bag of weed.
Looking round at the people they quickly agreed. So I then went round every tent collecting money. You must remember that the old bill were not far from the opening and still searching everybody coming in and out of the site so there was a risk on our part but we went with a “if we get caught fuck it attitude.”
The travel up to birmingham was brilliant, we smoked some weed and started to get to know each other.They interduced me to the game of if the other guy dont drop his headlights, blind him with yours.This game made me slightly nervious so I gently persuaded them to drop this.You must realise it was a long boring journey, so we filled it with reasoning. Basically we deduced that these rastas wernt that different from the rastas that I knew, the only real difference being the accent; which me being a dyed in the wool londoner found bloody funny. anyway we decided that when we got back to the rest we were just going to front it with the beast. So when we got there the Rasta who was driving his car actually bibbed his horn and gestured for the old bill to get out of our way. And they did and the rest is history.
We arrived in camp with a blackbinliner full up with weed. The people started to gather round to take their share( or whoever put money in the pot. It was weird because as that weed went round the whole atmosphere of the camp changed. I saw smiles appearing on peoples faces. And later a party did start. I remember the rastas got their sound system from out of their bus and put them up in the trees.
And as I looked around at the smiling faces, this brixton boy thought he had made a difference. a small one, but one worth making

Oh no!!!! Those that understand the progress of the Law, against us, will know of the Public Order Act 1986, that first made it as difficult as it for festivals and travellers to gather. Then, in 1994, Criminal Justice and Public Order Act, section 61 – 70, tightened those laws, and lowered the threshold of numbers attending, to trigger those actions against us.
It was / is, the end of a lifestyle that resulted in so many friends going abroad, simply to listen to some music in the countryside, and gather with your mates ….. All these TORY laws from the 1980’s and 1990’s had implications across festival. event, protest, assembly, in fact, any activity involving gathering together without a licence!!!!
Well, there has been a change of government from the last set of bastards. HOWEVER, look what the next set of bastards have in mind for us.
Lord Bassam of Brighton moved Amendment No. 200ZA:
After Clause 59, insert the following new clause
“RAVES
(1) Section 63 of the Criminal Justice and Public Order Act 1994 (c. 33) (powers in relation to raves) is amended as follows.
(2) In subsection (1) for “100” substitute “20”.
(3) After subsection (1) insert
“(1A) This section also applies to a gathering if
(a) it is a gathering on land of 20 or more persons who are trespassing on the land; and
(a) it would be a gathering of a kind mentioned in subsection (1) above if it took place on land in the open air.”
(4) In subsection (2) omit “in the open air”.
(5) In subsection (7) for “this section” substitute “subsection (6) above”.
(6) After subsection (7) insert
“(7A) A person commits an offence if—
(a) he knows that a direction under subsection (2) above has been given which applies to him, and
(b) he makes preparations for or attends a gathering to which this section applies within the period of 24 hours starting when the direction was given.
(7B) A person guilty of an offence under subsection (7A) above is liable on summary conviction to imprisonment for a term not exceeding three months or a fine not exceeding level 4 on the standard scale, or both.””
The noble Lord said: I thank the noble Lord, Lord Dixon-Smith, for raising the issue of raves. He, like me, during our many years in local government, probably experienced the unpleasant side effects of raves in our postbags and on our telephones at weekends from members of the public, who were understandably and properly complaining about them and the anti-social behaviour which can arise.
We all know that raves can disrupt the peace and tranquillity of many local communities, in particular during the spring and summer months. I could regale noble Lords with certain unpleasant experiences during my time as leader of my local authority. Because of the hour I shall not do so. However, it should be understood that the Government understand the impact of raves on local communities and we are keen to deal with the problem. We are also grateful that that keenness to act is shared across the Committee.
I recognise that the effect of raves is not limited to the duration of the event itself. These gatherings can bring noise nuisance and traffic congestion on small, wholly unsuited roads. Rubbish may be deposited in often very attractive surroundings.
The legislation relating to raves goes back to the Criminal Justice and Public Order Act 1994. It was introduced as a response to what the government of the day saw as the growing phenomenon of the rave and the difficulties that this type of unstructured event were likely to cause. Since the introduction of that legislation, we know that the tactics of rave organisers have changed and we recognise the need for the legislation to be updated.
In my experience, rave organisers are clever and use the best of modern technology, in particular the mobile phone, to make their arrangements. It is therefore necessary to disrupt those tactics and, in essence, that is what this proposed legislation seeks to do.

The issues relating to raves were raised during the Commons stage of the Bill. Further, it is a matter often raised by members of the public in correspondence. We are pleased to have this opportunity to table amendments in this Bill to Section 63 of the Criminal Justice and Public Order Act 1994.
Raves have been organised in buildings such as barns and disused warehouses. In the past the police have been powerless to act as the current legislation applies only to land in the open air. We therefore propose to extend the legislative powers to include indoor trespassory raves.
Rave organisers have been restricting the number at events to below 100 people in order to frustrate the operation of current legislation, so we propose to amend it to include indoor and outdoor events where 20 or more people are present. This aims to ensure that it is no longer commercially viable to organise an unlicensed rave. It should be noted that, for the organisers, raves have been highly profitable events. When speaking to young people who have attended them, many believe that they were badly ripped off. They may have had a good time at a rave, but they certainly paid for it.
Finally, the police have reported many occasions where rave organisers who have been given a direction to leave have simply moved to another area a fallback position to set up another rave. Again, I came across that problem during my time in local government. We propose to make it an offence for a person on whom a direction has been served to attend another trespassory rave within 24 hours of the direction being given.
The proposals will not be perfect and catch every event, but we think that most of the events that in the past have led to problems should be curtailed. The Government believe that these amendments will strengthen the current powers so that the police can provide relief to communities. They will be warmly welcomed by the Association of Chief Police Officers and, no doubt, by officers working on the ground.
I hope that the noble Lord opposite will welcome these government amendments and that, in the circumstances, he will not feel the need to press his own amendments. I beg to move.

(3) In section 69 (powers to remove persons committing or participating in aggravated trespass), in subsection (1) (which confers the power by reference to trespass on land in the open air) omit in the open air in both places where those words appear.

A pair of British companies today teamed up to market a technology that allows camera phones or digital cameras to be disabled in a localised environment.
Iceberg Systems, a developer of Internet and mobile systems, claims its Safe Haven technology effectively prevents the misuse of camera phones. The company has appointed audio technology licensing firm Sensaura to promote Safe Haven.

In recent months, the widespread adoption of camera phones has provoked concern among child protection agencies that the technology could use by perverts to surreptitiously snap pictures of youngsters.
The increased availability of digital cameras of all types has also raised concerns about possible industrial espionage among some corporates, as evidenced by Samsung’s recent decision to ban camera phones from its premises.
Meanwhile, Japanese youngsters are increasingly snapping away at magazines and books in shops, then printing out the pictures at home – all to save themselves the cover price.
David Blagden, an IP Broker at Sensaura, said that as camera phones become the norm rather than the exception, banning them will become an increasingly cumbersome approach to such problems. Sports Centres would have to collect a large number of phones and businesses concerned about camera phones would end up prohibiting many people from using mobile phones on their premises.
By contrast, Safe Haven technology allows the camera functionality of the phone or other electronic devices (such as camera PDAs, digital cameras and multi-purpose MP3 players) to be disabled without affecting any other usage of the device.
Safe Haven works by transmitting a signal in a localised environment such as a school, swimming pool, office facility or factory, which “disables the camera functionality of devices in the nearby environment”, the companies claim.
The snag is that Safe Haven technology needs to be integrated at the time of manufacture into new devices or installed as a Java download update to suitable equipment already in the market.
“You need to have an approved camera,” Blagden admitted, adding that the incorporation of Sade Haven technology is unlikely to affect handset prices.
Safe Haven sends out a signal announcing the presence of a wireless privacy zone. When this signal is received by the phone, it disables its imaging system. Each Safe Haven node would have a range of around 300m and cost a “few hundred dollars” (pricing is yet to be set).
Blagden was reluctant to go into much detail on the workings of the technology, so we can only guess at how easy it might be to defeat.
Sensaura and Iceberg Systems are currently in negotiation with the world’s leading mobile handset manufacturers to implement the technology, along with blue chip companies, organisations and governments worldwide, they claim. The companies expect the technology to start arriving on the market from the beginning of next year.
A British firm is beta-testing new technology that jams the use of digital cameras in designated ‘wireless privacy zones’. The transmitter technology, developed by Iceberg Systems, is being promoted as a sophisticated alternative to the banning of digital cameras and camera mobile phones in certain areas, following concerns about their misuse by perverts and industrial spies. The Safe Haven technology uses hardware transmitters with a range of around 300 metres that deactivate the camera functionality of electronic devices, but continue to allow the user to operate other functions. Once outside the transmitter zone, the camera is reactivated. The success of the system is dependent on digital camera manufacturers adopting the technology and employing it in their devices so that they recognise the transmitter signal.
Iceberg says it is currently in discussions with leading mobile phone manufacturers. Many sport centres around Britain have already banned cameras and mobile phones from their premisies over paedophile concerns, and companies such as Samsung do not allow employees to bring them into their research and manufacturing facilities. Iceberg says that simply banning digital cameras will prove increasingly difficult as companies and sports facilities will have to collect and be responsible for them on the premises, and they will effectively be barring people from using their mobile phones.

as it happens …. Mobile phone jamming systems, unless by government agencies and approved by Home Secretary, are currently illegal in the UK.
As far as jamming digital cameras goes, this would require not just passive jamming but active scrambling which would need primary legislation to be allowed anywhere in Europe. Photographer groups should lobby very hard if this is ever proposed.

I’ve been attacked and injured a number of times at event. If I and others are intimidated by people on ‘my own side’, then it is obvious that the only camera present at a scene, will be those of the police. Surely, we can’t mean that?

Following the protests against the Defence Systems and Equipment international arms fair that took place in East London 147 people have been arrested. A number have been released without charge and others cautioned, but many face prosecution for offences including Obstruction, Assault, Public Order Act offences, Criminal Damage and obscure offences under the Railways Act (which carry long sentences).
Section 44
There was much criticism of police tactics, particularly the use of section 44 of the Terrorism Act. The police initially denied using s44 and Channel 4 news spent a whole day filming people being searched under it! The police then grudgingly admitted that “some officers” may have been using s44. When the Terrorism Act was progressing through Parliament, assurances were given that s44 would not be used against protestors, assurances that now appear worthless. Liberty has issued High Court proceedings to challenge the legality the use of s44 against protestors. Permission was been given for the judicial review and the case was being heard as we wrote this. Whilst the focus has been on s44, there were also all the usual police abuses. The police imposed cordons, but were unable to say what powers they were exercising. Legal Observers from LDMG witnessed police hitting people with fists and batons. Two people who were seriously assaulted are seeking to sue the police. One person was badly beaten up in custody and another was seriously injured when dragged off his bicycle at the banquet.

The Caravan is aiming for co-operations with different groups from all countries that it will be moving through.
The Caravan will function as a sound system, a circus, a mobile cinema and a stage for theatre and performance. It is constantly open for everyone who wants to participate, no matter if only for a brief time or the whole tour.
The Circus of Madness: The circus is understood as a culture bridging form of communication, where in simple ways without the need of language not just entertainment can be offered, but also important questions be raised. The circus tent will be the circle roof and the central meeting point of the Caravan. Elements will be theatre, acrobatics, music, pantomime etc.
Mobile Cinema: The aim of the mobile cinema is the constant producing and screening of the cultures where the caravan is moving through: impressions, interviews, documentaries and entertainment will be collected at one point and presented at the next. Those interested can learn to use video and film technology.
Free Parties: In the tradition of mobile sound systems there will be free parties at the different stops of the caravan, that will give especially local artists and musicians an opportunity to perform.

I visited the fair several times [ well, it’s at the bottom of my street ] from the openeing by the Lord Mayor and Sheriff of Nottingham at mid-day on thursday, to tacking down over sunday.
Had taken 900 images of many aspects of what goes on there. In the edit stage at the moment for this work. Hope to show you a selection, shortly.
Nottingham Goose Fair: one of Europe’s largest travelling fairs, with more than 150 rides and 450 games and exhibitions to thrill and amuse you.
Present day Goose Fair – Follows a tradition and includes the first Thursday, Friday and Saturday of October each year, with a recent addition of a Wednesday evening. It is now held on a site specially allocated for it on the Forest Recreation Ground. Once again, the fair offers attractions to all ages. There will be over 150 children’s rides and 60 plus adult rides, from the traditional merry-go-rounds to the latest white-knuckle rides. Rides included for this year’s fair are a Crane Bungee Jump and the Equinox, which spins over 75 feet into the air, whilst the three cars revolve at the same time with its occupants standing throughout! There will be a welcome return to last year’s most popular ride the Turbo-booster. This monster ride reaches a maximum height of 130 feet, as two cages spin on 65 foot arms creating 3.5 to 4 G-Force, so not for the faint-hearted! Nor too is the reverse Bungee, which will be returning to the Forest Recreation Ground for its third year.

The naked rambler was last night back behind bars only hours after being freed from a month in a Scottish prison.
Stephen Gough, 44, was arrested and charged with committing another breach of the peace, this time at Cromarty Bridge only two miles from where he resumed his ill-fated attempt to walk from Land’s End to John O’ Groats.
Earlier in the day he had been admonished by a sheriff at Dingwall sheriff court after being found guilty of conducting himself in a disorderly manner and committing a breach of the peace.
After leaving the court and hitching a lift, Mr Gough, clad only in his socks, hiking boots and jungle hat, set off on his hike again towards the Cromarty Bridge, but within two hours had been rearrested.
“Once I get going I don’t feel the cold,” he had told reporters. “My spell in prison has made me even more passionate about my belief that I have the right to go naked in public. I don’t think I am alarming anyone.”
Yesterday’s hearing was Mr Gough’s fifth appearance in the Scottish courts since he started his UK tour to promote naturism. He had been in prison in Inverness since being arrested at the end of August as he left the city for the last leg of his journey.
During the trial, in which Gough, dressed only in a blue blanket, represented himself, the court heard how a woman had called police after coming across the rambler near her home in Tore in Rosshire.
He will appear at Dingwall sheriff court on Monday.

“Civil rights campaigners have launched a legal challenge against the police and Home Secretary David Blunkett over the alleged misuse of anti-terror laws. Pressure group Liberty is backing a protester and a freelance journalist who were stopped and searched during demonstrations against Europe’s largest arms fair in London’s Docklands last month.
Journalist Pennie Quinton and student Kevin Gillan have gone to the High Court to seek a judicial review of the way they were treated on 9 September. Owen Davies QC, appearing for the two, said it was likely the police were regularly being authorised to stop and search people under the Terrorism Act 2000 without the public being told.
But the Metropolitan Police’s counsel argued there were safeguards in place to ensure stop and search powers were not used “willy nilly”. And the home secretary’s lawyer said that stop and search had been used lawfully.
Ms Quinton, 32, from south-east London, was so upset at her treatment that she stopped filming the protests. Demonstrator Mr Gillan, 26, from Sheffield, was stopped and searched by police before protest leaflets were taken away from him. Mr Davies said: “This is the first time this court has been asked to consider the potentially very widespread and draconian effects of one of the measures introduced by Parliament under the 2000 act.”
He told two judges the Metropolitan Police had searched more than 50 vehicles in one month alone this summer. And during the arms fair 29 people were searched, although Liberty say they have been approached by more than 50 people.
Mr Davies said Scotland Yard Commissioner Sir John Stevens is misusing anti-terror powers along with Mr Blunkett. He said these figures represented “a random and indiscriminate interference with people’s civil liberties”. He argued police officers were often confused about the use of anti-terror laws.
And Mr Davies said that during the arms fair at London’s Docklands in September the police were allowed to stop people on the grounds of “the continuing high threat from terrorism faced by the UK at this time, and London in particular”. He said this was due to two 28-day authorisations.
John McGuinness QC, appearing for Sir John Stevens, said there was no evidence these stop and search powers were being misused. He said they were necessary “to deal with the ultimate threat to every single one of us” posed by terrorism and there was a delicate balancing act to maintain.
Officers were encouraged to avoid knee-jerk reactions.
The powers would never be used against “the little old lady going to buy her bag of boiled sweets at the newsagents”. He continued: “The greater good of everybody in these particular circumstances overcomes the individual right of any one person who does have the inconvenience of being stopped and searched.”
Philip Sales, for the home secretary, also argued the powers had been used lawfully. The decision had been taken to use stop and search powers following expert assessments of the threat posed by terrorist activity, and the risk that that threat would become a reality in London.
Outside court, a Metropolitan Police spokesman said section 44 powers had been authorised by an assistant commissioner for the Metropolitan Police area “on a repeated basis” since 19 February 2001 with each case confirmed by the Home Office. The hearing was adjourned until Friday.”
I visited a ‘Protest Camp’ at Mansfield Woodhouse at the edge of Sherwood Forest this afternoon. Developers have an intention to fell a 300 year old beech tree and surrounding woodland, because it’s ‘in the way’ of proposed development. A number have gathered there, and made camp. There are platforms up trees, and tunnels underground.
Legal process has now been gone through, and Bellway Homes have now obtained a possession order. Bailiffs are expected to evict, perhaps next week.
I expect to be ‘on alert’, and will turn out to photograph matters, if it comes to that.

The Heart of Sherwood Forest is under attack from a band of corporate thieves and the Sheriff of Nottingham isn’t lifting a finger. The thieves, Bellway, are attempting to destroy a group of ancient trees and a natural meadowland to build an unnecessary road junction. The area is supposedly guarded by a Tree Protection Order as it possesses a 300 year old beech tree yet the council are refusing to take any action against the developers.
This is some of the last remaining green space in the area and it’s being surveyed as a possible EU site of conservation. There’s a desperate need for Robin Hoods and merry men and women to steal the power from the rich and give it back to the poor trees.
Not ONE person who has ever looked at the plans ON SITE has ever said that this should go ahead. No one can justify this madness.
What is more – we have found out that proper planning procedures have NOT been followed. Local people were kept in the dark about the plan, and we have decided to occupy the site.
What makes this even harder to bear is that WE are paying for this destruction!! European funding and UK Taxes are being given to Bellway Homes as part of this development.
